ഓരോ ജില്ലയിലും പ്രത്യേക ജുവനൈൽ പൊലീസ് യൂണിറ്റ് രൂപീകരിക്കണമെന്ന് ഹൈക്കോടതി
കൊച്ചി: ബാലനീതി നിയമം കർശനമായി നടപ്പാക്കുന്നതിനായി ഓരോ ജില്ലയിലും പ്രത്യേക ജുവനൈൽ പൊലീസ് യൂണിറ്റ് രൂപീകരിക്കണമെന്ന് ഹൈക്കോടതി നിർദേശിച്ചു.
ഡിവൈ.എസ്.പി റാങ്കിൽ താഴെയല്ലാത്ത ഉദ്യോഗസ്ഥൻ ഈ യൂണിറ്റിന്റെ നേതൃത്വം വഹിക്കണം.
എല്ലാ പൊലീസ് സ്റ്റേഷനുകളിലും എ.എസ്.ഐ റാങ്കിൽ താഴെയല്ലാത്ത ഉദ്യോഗസ്ഥനെ ചൈൽഡ് വെൽഫെയർ ഓഫീസറായി നിയമിക്കണമെന്നും കോടതി ഉത്തരവിട്ടു.
ചീഫ് ജസ്റ്റിസ് നിതിൻ ജാംദാർ, ജസ്റ്റിസ് ബസന്ത് ബാലാജി എന്നിവർ അടങ്ങിയ ബെഞ്ച്, കൈലാഷ് സത്യാർത്ഥിയുടെ നേതൃത്വത്തിലുള്ള ബച്ച്പൻ ബച്ചാവോ ആന്ദോളൻ സമർപ്പിച്ച ഹർജിയിൽ വിധി പ്രസ്താവിക്കുകയായിരുന്നു.
ബാലനീതി നിയമത്തിന് കീഴിലുള്ള എല്ലാ സ്ഥാപനങ്ങളിലും വാർഷിക സോഷ്യൽ ഓഡിറ്റ് നിർബന്ധമാക്കണമെന്നും, മൂന്ന് മാസത്തിനുള്ളിൽ ബാലനീതി മാതൃകാ ചട്ടങ്ങൾ അന്തിമരൂപം നൽകണമെന്നും ഹൈക്കോടതി നിർദേശിച്ചു.
ബാലാവകാശ കമ്മീഷൻ, ശിശുക്ഷേമ സമിതി, ജുവനൈൽ ജസ്റ്റിസ് ബോർഡ് തുടങ്ങിയ സ്ഥാപനങ്ങളിലെ ഒഴിവുകൾ ഉടൻ നികത്തണം. ശിശുക്ഷേമ സമിതി പ്രതിമാസം കുറഞ്ഞത് 21 ദിവസം യോഗം ചേരണം.
പ്രൊബേഷണറി ഓഫീസർമാരുടെ ഒഴിവുകളും നികത്തണമെന്ന് കോടതി വ്യക്തമാക്കി. കാണാതായ കുട്ടികളുമായി ബന്ധപ്പെട്ട വിവരങ്ങൾ നാഷണൽ മിഷൻ വാത്സല്യ പോർട്ടലിൽ ഉൾപ്പെടുത്തണമെന്നും ഉത്തരവിൽ വ്യക്തമാക്കി.
നിർദ്ദേശങ്ങളുടെ നടപ്പാക്കലിനുള്ള ഉത്തരവാദിത്തം വനിതാ-ശിശുക്ഷേമ വകുപ്പ് പ്രിൻസിപ്പൽ സെക്രട്ടറിക്കായിരിക്കും.

The Kerala High Court has directed the state to strictly enforce the Juvenile Justice Act by setting up a Special Juvenile Police Unit in every district, headed by an officer not below the rank of DySP. Every police station must have a Child Welfare Officer of at least ASI rank.
